Regional Greenhouse Gas Initiative

RGGI is a market-based program that has a proven track record across states stretching from Maine to Virginia. It is improving public health and generating billions of dollars in proceeds to invest in energy efficiency, renewable energy, and other job creation and consumer programs.

International events have made it clear that Pennsylvania — and the United States — must move swiftly to a clean energy economy that will lower costs, protect our national security, and secure our energy independence.

By joining Pennsylvania to RGGI, we can cap harmful carbon pollution from power plants and generate proceeds in the hundreds of millions of dollars per year for Pennsylvania. There are many reasons why joining to RGGI is right for Pennsylvania — see more information about some of those reasons below.

RGGI can help Pennsylvania families save money on their utility bills

States that have participated in RGGI have seen consumer electricity costs go down, while National costs have increased. RGGI Generates Proceeds that can be used to cut energy costs for families and businesses. RGGI states invested 54% of auction proceeds on energy efficiency to lower consumers' bills. That investment of $2.8 billion produced nearly $13.5 billion in consumer energy bill savings — a return of more than $4.80 for every dollar invested. Click here or on the image below to learn more.

Proceeds from RGGI Will Help PA Families

Under the Regional Greenhouse Gas Initiative (RGGI), power plants purchase credits or allowances based on the amount of carbon pollution they emit. The more they pollute, the more they pay. This will generate hundreds of millions of dollars annually that the state can use to create jobs, invest in frontline communities, and further reduce carbon and other pollution.
